Birth registration

The registration of a birth is legally required and this must be done within 20 days of its occurrence.

Nascimento
“Nascer Cidadão” service desks, placed in healthcare units, will progressively reopen from July 2021 onwards. Alternatively, parents can request online the birth registration of their children or, in person, at a civil register office.   

Who can register

Online

Either the mother or father of the child if they are married to each other. Both parents if they are not married.

 

Face-to-face service

Either the mother or father of the child if they are married to each other. Both parents if they are not married.

If the father isn’t present at the time of the registry request, the paternity of the child must be assumed at a later date.

 

How to register online

The online form for the Birth registration request is only available in Portuguese.

Follow these steps:

  1. Access https://nascimento.justica.gov.pt/nascimento
  2. Authenticate yourself with your Digital Mobile Key (Chave Móvel Digital)
  3. Fill out the online birth declaration and attach the proof of birth issued by the hospital (in PDF, PNG, JPG or JPEG)
  4. Submit the application.

 

If the parents are married to each other, only one parent needs to access the online birth registration service by logging with the Digital Mobile Key.

After successful authentication, a form will be displayed for you to fill out with the details needed to register the child, namely:

  • the parents’ details (name, place of birth, parents’ names, marital status, address, and e-mail and telephone contacts)
  • the child’s details: given names and birth place; statistical data for the National Institute for Statistics.

 

If the parents are not married to each other, both parents must have their Digital Mobile Key in order to authenticate.

Upon submission by one of the parents, the declaration needs to be confirmed by the other parent. An email will be sent to both parents informing them that the declaration awaits confirmation and providing an access link to the other parent.

Upon login of the other parent, via their Digital Mobile key, the submitted declaration will be displayed.

At the end, after entering the statistical data, an “acceptance” button will be displayed.

Upon clicking on “acceptance”, a confirmation email will be sent to both parents informing them that the declaration will be submitted to the civil register office.

 

Upon registration of the birth, the register office will send the parents an email containing a copy of the birth entry made. The register office will also send to the address of the parent that submitted the form, a free certified copy of the birth entry.

 

How to register at the hospital

Ideally, birth registration should be requested at the Nascer Cidadão counter, right after birth at the maternity or hospital.

To request birth registrations in person, you must:

  • submit the maternity or hospital declaration attesting the birth
  • identify parents and grandparents
  • provide some elements regarding the childbirth and family household requested by the National Statistical Institute of Portugal.

 

How to register at the Civil Register Office

To request birth registrations in person, you must:

  • submit the maternity or hospital declaration attesting the birth
  • identify parents and grandparents
  • provide some elements regarding the childbirth and family household requested by the National Statistical Institute of Portugal.

If the birth took place at home, you'll need to report it to the Register Office. In this case, book the Birth Registration by email, stating that the child was born at home.

 

To be registered as the father of a child, you cannot::
  • be less than 16 years old
  • fall into the scope of the scheme of the adult accompanied and have the court ruled against assuming paternity
  • be suffering from a self-evident mental disorder at the time of assuming paternity.
 

How much does it cost

The birth registration and the certified copy of an entry of birth are free of charge.

 

Where to register

Ideally, birth registration should be requested at the Nascer Cidadão counter, right after birth at the maternity or hospital. The register can also be requested online at Online Birth Declaration or at a Civil Register Office.
